Alabama's Power Puzzle: Why Residents Pay America's Highest Bills

Across the nation, energy demands are surging due to hotter summers and new technologies like data centers, leading to rising utility bills. However, Alabama stands out, with its residents facing the highest residential power costs among 100 major utilities. This comes as the state grapples with an outdated regulatory system and a boom in energy-hungry data centers, raising urgent questions about fair pricing, transparency, and the environmental impact of increased reliance on fossil fuels. The situation underscores the critical need for sustainable energy solutions.

Summer heat means more air conditioning, and a recent analysis shows 97% of U.S. cities are experiencing more cooling days. This, coupled with growing energy needs from new technologies like data centers, has driven U.S. residential energy costs up by 30% since 2020. Yet, for customers of Alabama Power, the burden is even heavier; they pay the highest total utility bills in the nation among the 100 largest providers studied.

This isn't just about high usage in a warm state. A key factor is an energy regulation system called Rate Stabilization and Equalization (RSE), put in place back in 1982. This system, designed to avoid contentious rate hearings, automatically adjusts rates to ensure Alabama Power earns a set profit, which was established at a significantly high level decades ago. Without regular public input or commission votes on rate changes, this has allowed the utility to report substantial profits, including $1.5 billion in 2025.

Recent attempts at reform in Alabama have seen the state's Public Service Commission expanded and a powerful new Secretary of Energy position created, appointed by the governor. Critics argue this shift could give the governor more control over utility regulation, potentially reducing the power of elected commissioners and making it even harder to challenge rate increases or implement profit caps. This change also means more state funds will be spent on the expanded commission, adding to costs without clear benefits for ratepayers.

Adding to the challenge is a boom in new data centers across Alabama. These facilities, driven by the rise of AI, require immense amounts of electricity and water—with just a quarter of proposed projects needing more energy than every single household in the state combined. Local residents are unhappy, citing concerns over noise, light pollution, and the environmental toll of increased fossil fuel use, like the state’s already massive Miller Plant, one of the largest polluters in the U.S. Many projects are shrouded in secrecy, with public officials reportedly signing non-disclosure agreements that keep crucial details, such as energy use, water consumption, and tax abatements, hidden from the public. This lack of transparency makes it difficult for citizens to hold their leaders and utility companies accountable for the environmental and economic impacts.

As Alabama navigates these complex energy challenges, the contrast with states like New Mexico offers a glimpse of what's possible. New Mexico’s largest utility, PNM, has already achieved 80% carbon-free electricity by 2025, ahead of schedule for its 2045 zero-carbon goal, thanks to proactive investments in solar, wind, and battery storage. This successful transition highlights the critical importance of legislative action and a commitment to clean, renewable energy to mitigate climate change and provide sustainable, affordable power for everyone.
