Studies, including one from the University of California, Davis, have confirmed that agricultural lands, especially dairies, are the largest source of nitrate in Central Valley groundwater. The new 131-page order introduces stricter rules for the region's hundreds of dairies. Key requirements include tighter limits on applying manure to croplands, improved nitrogen monitoring, and ensuring waste retention ponds aren't leaking into groundwater. Dairies will also be mandated to provide alternative safe drinking water to residents if their supplies become contaminated. This represents a fundamental shift, focusing on how manure is managed on land, which a 2019 report identified as the primary source of pollution, not leaking ponds as previously thought.
While environmental and justice groups like the Community Water Center have fought for these changes for over two decades, they continue to press for faster implementation and more robust public engagement. The dairy industry, however, has expressed concerns about the costs of these new regulations and the potential impact on smaller family-owned farms. Despite differing views, the board's goal is ambitious: for dairies to eliminate nitrate contamination within ten years, achieving a sustainable balance where all manure-derived nitrogen is either used by crops, exported, or treated.
