Japan's Big Leap: How Ships Will Tackle 3.4M Tons of Industrial CO2

Japan is forging ahead with an ambitious plan for a major carbon capture and storage (CCS) hub at the Mizushima Industrial Complex. This initiative, involving six leading Japanese companies, aims to design facilities capable of capturing, liquefying, and shipping approximately 3.43 million tonnes of CO2 annually. It marks a critical step in Japan's strategy to establish a commercial CCS industry by 2030, leveraging maritime transport to connect industrial areas with crucial underground storage sites. This effort is vital for addressing hard-to-reduce industrial emissions and accelerating the nation’s journey toward its net-zero goals.

A group of six major Japanese companies – Sumitomo Corporation, Asahi Kasei, ENEOS, JFE Steel, Mitsubishi Gas Chemical, and Mitsubishi Chemical – are collaborating on the design of this pioneering CCS hub in Mizushima. Their joint effort focuses on creating shared infrastructure for capturing, liquefying, temporarily storing, and then shipping carbon dioxide from this key industrial area. This shared approach is expected to significantly lower costs and make carbon reduction more accessible for various industrial facilities, marking a crucial step towards a greener future.

Industrial centers often produce substantial emissions but lack suitable underground storage sites nearby. Japan's strategy smartly addresses this challenge by using specialized ships to transport captured CO2, after it's been converted into liquid form. This innovative maritime solution is a cornerstone of Japan's broader plan, with six out of nine major CCS projects relying on ships to move CO2 to domestic or international storage locations. This highlights the vital role of maritime transport in combating climate change for island nations.

Japan has set an ambitious goal to begin commercial CCS operations by 2030, targeting 6 to 12 million tonnes of annual CO2 storage. This is part of the nation's commitment to cutting emissions by 46% from fiscal 2013 levels by 2030 and achieving net-zero greenhouse gas emissions by 2050. Projects like Mizushima are crucial for industries such as chemicals, steel, and energy, where emissions are particularly difficult to eliminate through electrification alone. CCS offers an essential tool for these sectors to reduce their environmental footprint and supports a green transformation of industrial complexes.

Cost remains a significant hurdle for CCS, especially maritime transport, which involves extra steps like liquefaction. To tackle this, Japan's JOGMEC organization is actively promoting larger, shared hubs that can consolidate CO2 from multiple nearby emitters and distribute equipment costs across several companies. This approach, as seen in the JOGMEC selected six emitter clusters, not only makes CCS more affordable but also simplifies adding new participants later, bolstering collective climate action.

Japan isn't new to CCS; it has valuable experience from projects like the Tomakomai demonstration, where 300,000 tonnes of CO2 were injected underground and are still monitored. The nation has also tested liquefied CO2 transport by ship, laying the groundwork for commercial-scale operations. Furthermore, a new legal framework, the Act on Carbon Dioxide Storage Business, provides the necessary rules and licenses for long-term CO2 storage, giving companies the certainty needed for such large-scale, long-term investments. This robust foundation demonstrates Japan's serious commitment to building a comprehensive carbon management infrastructure. While the Mizushima project is still in the design phase, its success in moving to actual storage will be key to its climate impact, potentially setting a powerful precedent for other industrial regions in Asia and around the world aiming to tackle their own emissions challenges.
