Pennsylvania's Secret Subsidies: How Old Coal Undermines Clean Energy
Pennsylvania is spending hundreds of millions of taxpayer dollars to burn waste coal, a practice that environmental experts say actively harms climate goals. While companies argue this method cleans up historical pollution, burning waste coal is significantly more carbon-intensive than traditional coal, worsening global warming. This costly approach diverts funds and attention from critical renewable energy development, leaving Pennsylvania far behind in the clean energy transition. The state produces more power from this polluting waste than from vital solar arrays, highlighting a critical environmental and financial misstep.
Pennsylvania is grappling with a difficult energy dilemma, spending significant taxpayer money to burn what's known as "waste coal" or "gob." These mountains of leftover coal, remnants from a bygone era, are a source of toxic pollution, tainting streams with heavy metals like iron and aluminum that harm both wildlife and people. Local companies, supported by these funds, claim their operations clean up these contaminated sites, turning environmental hazards into energy.
However, this cleanup comes at a steep price, both financially and environmentally. Public subsidies, including inclusion in the state's Alternative Energy Portfolio Standards (AEPS) and annual tax breaks amounting to around $50 million, prop up this industry. Critically, burning waste coal is far from a clean energy solution; studies show it can produce significantly more greenhouse gas emissions per kilowatt-hour than even traditional coal plants, which are already major contributors to global warming. A September 2025 study highlighted that waste coal combustion can generate 7% to 118% more emissions.
This reliance on waste coal actively hinders Pennsylvania's shift to a sustainable future. The state ranks 42nd nationally for renewable energy generation, with waste coal providing about 3% of its energy, slightly more than all solar arrays combined, according to the state’s Independent Fiscal Office. Environmental advocates argue that burning waste coal merely shifts pollution from the land to the air, releasing toxic metals and greenhouse gases, rather than truly solving the problem. The costs of these subsidies, passed on to ratepayers, have dramatically increased, especially after a 2020 policy change required utilities to buy in-state waste coal.
Efforts to reform these standards and prioritize cleaner energy sources like wind and solar, such as House Bill 501, have faced significant political roadblocks. Support for waste coal remains strong among some lawmakers, including Democrats in districts where these plants operate, partly due to concerns about job losses and the immense cost of cleaning up over a billion tons of waste coal without burning it. Campaign finance records show the industry's trade association has donated to numerous politicians.
The debate highlights a critical tension: addressing a legacy of local pollution versus tackling the urgent, overarching crisis of climate change. While removing waste coal piles is important for local ecosystems, burning it deepens our climate challenge, making the transition to truly clean, renewable energy sources like solar and wind all the more urgent. Finding sustainable alternatives that prioritize both local cleanup and global climate action, perhaps through direct funding with strong environmental oversight or exploring new technologies to extract valuable minerals from the waste, is crucial for Pennsylvania's future.
