Philippines Unlocks New Path to Climate Goals Through Its Forests

The Philippines is placing its vast forests at the heart of its climate strategy, rolling out a new five-year roadmap to boost forest carbon projects. This move aims to attract private investment, helping the country meet its tougher 2026 Nationally Determined Contribution (NDC) to the UN climate process. With a significant portion of its emissions reduction target relying on international support, leveraging forests as a carbon sink offers a vital pathway to finance its ambitious environmental goals. Protecting and expanding these vital ecosystems is not just about reducing emissions; it's about securing a sustainable future.

The Philippines recently updated its climate pledge, known as the Nationally Determined Contribution (NDC), setting an ambitious 75% emissions reduction target for 2025–2035. A key change in this updated plan is the central role given to forestry and other land use (FOLU). Government models show that the FOLU sector has been absorbing carbon since 2020, and with new policies, it could reduce cumulative emissions by an estimated 2.3 billion tonnes of CO₂e over the next decade. This makes protecting and restoring forests absolutely essential for the country to become a net carbon sink.

This roadmap outlines four main priorities: establishing clear policies, improving data and monitoring, strengthening institutions, and developing sustainable financing. This infrastructure is crucial for attracting buyers who need confidence that carbon credits are genuine and effective.

With about 7.23 million hectares of forest cover, roughly a quarter of its total land area, the Philippines holds a significant natural asset. These forests do much more than just store carbon; they protect water sources, prevent soil erosion, support diverse wildlife, and provide livelihoods for many communities. While global investment in forests is still far from what's needed to meet climate goals, carbon finance offers a way to bridge this gap by linking revenue directly to forest protection and restoration efforts. This strategy shifts towards long-term investment models for conservation.

Although the Philippine forest carbon market is still developing, with only a few internationally registered projects and several more in the pipeline, the potential is vast. However, scaling up forest carbon initiatives isn't just about technology and registries; it's also about people. The roadmap highlights the critical need for clearer guidance on how benefits and revenues from these projects are shared, especially with local communities and Indigenous Peoples whose ancestral lands might be involved. Ensuring that projects are implemented with Free, Prior and Informed Consent (FPIC) is vital for credibility. The success of these efforts hinges on whether Philippine forest projects can genuinely remove or avoid carbon emissions and deliver tangible benefits to the communities who live alongside and protect these precious ecosystems. This link between climate goals and fair development is central to the Philippines' ability to meet its ambitious climate commitments, especially since a large part of its target relies on international support.
