Texas's Water Crisis: The Looming Threat Beneath a City's Taps

Corpus Christi, Texas, is grappling with a severe water crisis years in the making, threatening half a million residents and major industries. Decades of underestimating drought severity and a reluctance to integrate climate change projections into water planning have left the city vulnerable. Compounding the issue, an aggressive push for industrial development allowed petrochemical giants to secure vast water rights, draining already strained resources. Now, a massive, unproven desalination project, fraught with financial and logistical questions, is being proposed as a potential last resort, raising concerns about its true cost and feasibility.

Corpus Christi has come perilously close to running out of water, a situation that many in the city believed could never happen. The journey to this critical point stems from a series of missteps, primarily the state's consistent failure to account for worsening droughts driven by climate change. For decades, official water projections have underestimated how dry the region would become, meaning planning documents constantly lagged behind reality.

Adding to the challenge, city officials aggressively promoted economic growth by granting significant water capacity to industrial users, especially in the booming petrochemical sector. Companies like ExxonMobil and SABIC built enormous plants, with one plastics facility alone consuming as much water as all of Corpus Christi's residents combined on many days. This industrial demand rapidly outstripped available supplies, while a promised desalination plant that would solve these issues never materialized, stuck in a cycle of escalating costs and political hurdles.

Currently, a small state agency, the Nueces River Authority, is championing a colossal $6 billion seawater desalination project, aiming to produce 100 million gallons of water daily. This endeavor, twice the size of the largest existing U.S. plant, lacks a clear funding model. The NRA has been soliciting reservation fees from smaller municipalities, many far from the proposed plant, without transparent pricing for the water or the extensive pipeline system needed to deliver it. Critics, including former project insiders, have raised concerns about the agency's lack of experience and financial transparency.

While recent rains have offered a temporary reprieve, the underlying issues remain. The reliance on ever-worsening droughts as the benchmark for water planning, rather than incorporating future climate predictions, continues to put communities at risk. This approach allows for unchecked industrial growth without ensuring a sustainable water future. The situation in Corpus Christi underscores the urgent need for clear-eyed environmental planning and sustainable solutions that prioritize long-term community resilience over short-term economic gains, especially in the face of a changing climate.
